What you need to know

Regulations around property ownership and management vary from city to city. At Bridge, it’s important to us that you not only feel comfortable with the investment you’re making with our turnkey properties, but that you know how to manage it well and in compliance with city regulations. As such, we’ve worked with Bridge Meetup Partner M&M Property Management who provided a current list of city regulations for your convenience. These regulations are listed in alphabetical order by city. These requirements are listed as of November 20, 2019.

City of Belton, MO

  • Residential landlord business license required. The fee is $70 per year and expires June 30th of every year.
  • Property management also must have a Business license fee $70. 
  • No city inspection at this time.

City of Grandview, MO

  • Rental Registration is required and due every year by December 31st
  • Fee 1-50 Dwelling units : $12 per dwelling unit.
  • 51-100 Dwelling units: $600 total or $11 per dwelling unit, whichever amounts more.
  • 101-150 dwelling units: $1100 total or $10 per dwelling units, whichever amounts more.
  • 151-200 dwelling units:$1500 total or $9 per dwelling unit, whichever amount is more. 
  • 200 or more dwelling units: $1800 or $8 per dwelling unit, whichever amount is more.
  • Also, a new ordinance will require an inspection of rental property and non-owner occupied property before another tenant can move in. 
  • Inspections will begin December 2nd, 2019. Any tenant moving in on December 2nd 2019 or later will require an inspection.

City of Lee's Summit, MO

  • Business license ($50.00) required by owner only if owner has 4 or more rental properties.
  • If you own less than 4 properties, an exempt form must be filled out. 
  • Property Manager must hold business license as well ($50.00).

City of Harrisonville, MO

  • No rental registration required and no city inspections at this time.

City of Oak Grove, MO

  • No rental registration required and no city inspections at this time.

City of Liberty, MO

  • No rental registration required and no city inspections at this time.

City of Blue Springs, MO

  • No rental registration required and no city inspections at this time.

City of Raytown, MO

  • No rental registration and no city inspections at this time, but just changed ordinances. This requires follow-up.

City of Shawnee Mission, KS

  • No rental registration required and no city inspections at this time.

City of Kansas City, KS

  • Yearly license fee ($32.00) due May 1st of each year
  • (1) Single unit: $55 Fee ($32 for the building and $23 for one unit)
  • (2) Duplex: $78 Fee ($32 for the building and $23 each for 2 units – $46)
  • (3) 4-Plex: $124 Fee($32 for the building and $23 each for 4 units – $92)
  • (4) 20 unit building: $492 Fee ($32 for the building and $23 each for 20 units – $460)
  • All real estate/personal property taxes must be current or on a payment plan through the unified government treasurer’s office in order to register. 
  • Residential  rental licenses are non–transferable and non-refundable. A new rental license application shall be required for each change of ownership of a rental dwelling. (Even if you changed the name of your LLC, this is considered an Ownership change)
  • No person shall rent to another for occupancy, shall offer for rent, or shall allow to be occupied any rental dwelling unit unless the owner has first obtained a license or provisional license.
  • City inspections are every 2 years. Fees vary.

City of Kansas City, MO & Healthy Homes

  • Renewals are due by December 31st of every year. Renewal fee: $20 per unit or property.
  • First time properties registered your property with healthy homes as a new Owner is $52.50.  This must be done once a year. Application fee is $20 and permit fee $20 per rental unit. 
  • A new rental license application shall be required for each change of ownership of a rental dwelling. (Even if you changed the name of your LLC, this is considered an Ownership change)  
  • City Inspections are only done when a tenant calls in a complaint. Fees will vary depending on repairs etc.

City of Independence, MO

  • Effective June 1, 2017, all new landlord license applications for property owners who rent/lease residential properties MUST have their properties “Rental Ready” inspected BEFORE the license will be issued.  
  • Initial First time registration fee $50. Following years the fee is based on the amount of rent collected in a 12 month period.  A new rental license application shall be required for each change of ownership of a rental dwelling. (Even if you changed the name of your LLC, this is considered an Ownership change). City Inspections are good for 2 years.

City of Sugar Creek, MO

  • Effective August 1st, 2020, all owners of any residential rental and non-owner occupied property located within the City shall register such property with the City.
  • Inspection required upon change of occupancy, or once every two (2) years, whichever first occurs.
  • Forms for such registration are available on the City website or upon request at Sugar Creek City Hall
  • Registration fee is $50 per unit.
